Neues Announcement TC11-2021-01 für den Automotive-Sektor in China

Um die effektive und ordnungsgemäße Umsetzung der chinesischen Pflichtzertifizierung (CCC Zertifizierung) im Automotive-Sektor sicherzustellen, hat die technische Expertengruppe TC11 am 26. November 2021 die Überarbeitung der Sicherheitsbestimmungen für den Betrieb von Kraftfahrzeugen TC11-2021-01 veröffentlicht. Die Veröffentlichung betrifft insbesondere den Umgang mit der Erneuerung von GB-Standards für bereits zertifizierte Produkte.

1. Es wurden Standards für die Produktzertifizierung von Gesamtfahrzeugen und Fahrzeugbauteilen gemäß der „Bekanntmachung über die relevanten Anforderungen für die Überarbeitung der Normen für die obligatorische Produktzertifizierung“ (CNCA Bekanntmachung Nr. 4 von 2012) überarbeitet (siehe Anhang 1 unten).

Für Neuanträge werden die Anforderungen in der Übergangszeit bis zur Umsetzung neuer Standards erläutert:

– Wenn es keine neuen testpflichtigen Teile gibt, müssen bereits zertifizierte Produkte nicht erneut getestet werden, neue Versionen der Zertifikate können direkt erstellt werden. Bei neuen testpflichtigen Teilen müssen entsprechende Tests durchgeführt werden, bevor neue Zertifikate erstellt werden können.

– Für bereits vor der Implementierung der neuen Standards zertifizierte Produkte, die bereits in Marktumlauf sind aber nicht weiter produziert werden, muss keine erneute Zertifizierung gemäß des neuen Standards erfolgen.

– Zertifikate von Produkten, die von neuen Standards betroffen sind, können bis zu einem Jahr nach Veröffentlichung der Überarbeitung der technischen Sicherheitsbestimmungen genutzt werden. Sollten Produkte innerhalb der Übergangsphase produziert werden, müssen die Zertifikate gemäß den in den neuen Standards angegebenen Implementierungsdatum erneuert werden.

– Kann die Umsetzungsfrist nicht eingehalten werden, werden für entsprechende Zertifikate Konsequenzen gemäß den „Compulsory Product Certification Management Regulations“ folgen.

2. Neue Standards für Pflichtzertifizierungen wurden hinzugefügt.

3. Die neuen und überarbeiteten Normen werden von den Zertifizierungsstellen implementiert und umgesetzt, nachdem sie der Kommission zur Kenntnisnahme vorgelegt wurden.
Betroffene Unternehmen sollten umgehend prüfen, ob die von ihnen hergestellten Produkte von Überarbeitungen oder neuen Normanforderungen betroffen sind und ggf. die entsprechenden Standards auf ihren Zertifikaten aktualisieren.
